Value Added Tax (VAT) is an indirect tax on the consumption of goods and services. VAT is ultimately paid by consumers in the Czech Republic, as a part of the sales price.
In principle, VAT is a tax imposed on the value added to products (or services) at each stage of production. All persons in this process (suppliers, manufacturers, wholesalers, etc.) pay their share of the tax to the state. However, the sum of all these "parts" of VAT is actually paid by the consumer (the taxpayer). The tax rate is included in the sales price paid by consumers to the sellers (who are liable for payment of the VAT to tax authorities). Clearly, in the case of value added tax, the actual taxpayers are not identical to the persons liable for the payment of the tax to authorites.
As regards the chain of suppliers, and other subjects involved in the process preceding the sale of goods to the consumer, the matter is more complex. The price paid between the individual subjects includes VAT; however, they are entitled to VAT deduction. This means they receive its value back from the tax authorities.
„Added value“ is the difference between input and output prices at each stage of production. Tax is only imposed on this value (on the „difference in value between inputs and outputs“).
Subject at a later stage of production (B) pays the subject at an earlier stage of the chain (A) the price including VAT. Then B adds VAT to its own sales price.
However, the subject B who paid subject A the price including VAT can deduct the tax charged by A. Then tax authorities will pay back the difference between the tax received and paid.
